We have opened a file for our newborn in NPRA ...when our employer tried to apply for the visa it is showing like babys cpr got duplicated..he raised a ticket in LMRA's e-support and waiting for it to be resolved...my question can ee travel in this situation and can apply for the visa even if baby is out of bahrain?

Out of Bahrain would be a longer process and probably more complicated with the duplication issue. I suggest to finish it before travelling.
