For accommodation you can check out the housing section at the top of this page. There are many guesthouses and good hotels in Vientiane which you can find online.
If you are looking for long term accommodation I suggest you find a guesthouse and use that as a base whilst looking around for something else. Guesthouse and hotels will negotiate rates for long term stays.
There are Indian restaurants in VT. The Indian Embassy may have information about the Indian community in VT.
