Beach area ,mild climate, flowers blooming

We're looking in Baja Norte next week for a place that has a temperate climate , where flowers can bloom abundantly and keeps the flavor of old Mexico not an American suburb. Near lake , river or the beach would be awesome. As we tour we want to know which places to visit

I live about an hour south of Ensenada in beach community that is 99,%American retirees and those who live here but work across the border.

Climate is  San Diego can be cold in winter last winter was unseasonably cold and wet.  Depending on rainfall spring can have lots of green and flowers.  Water shortages happen also. 

There is not much old Mexico left in this area it's imo a somewhat bizarre mix of American and Mexican culture   if you go further south on the Pacific side there is the San Quintin area never been though. Depends how far from the border you want to be.  Beyond that are small fishing villages the further south the hotter the summer will be.

On the Sea of Cortez side Loreto San Felipe coastal towns mild winters but hot humid summers

Not any lakes around it's desert environment.
