Buy a car in Dubai

If you have a UAE residency and are moving to Oman, you can get a car and follow the export process with RTA.

However, if you don't have a UAE residency or Emirates ID and are not based there, then I don't think you can buy a car under your name and bring it to Oman.  You can have someone else buy it under their name and export it for you.  But then to get it registered in your name in Oman would be a big hassle.

Because someone else will buy it in the UAE, export it to Oman, register it in their name in Oman and then transfer to you.   It is a much longer process.
