Anyone who has your phone number can call you on WhatsApp. That is how the process server contacted me.

You have to "silence unknown callers" in settings. If you answer a call or respond to a message, you can never block that person.

I have ”silence unknown callers” set on my cellular and Google Voice phone numbers.

I forgot about WhatsApp. And was exploited by bureaucrats.

You have to block them manually on whatsapp. Each and every number.

Probably Call Centers soliciting your number. Lots of Robo Calls too.

Newer smart phones running on 5G will have a spam filter for calls built in on Android operated phones.
