I would go to immigrations and check before using Ian's suggestion of having to apply outside Mexico.During the pandemic I was able to apply within Mexico without problem. This may still be in place. Read More

No you do not have to sign a contract for any period of time. You can pay each month for that month's usage. That is how I started out when I first arrived here. Now I pay an annual contract because it removes the hassle of paying each month. Read More
