I've had the pleasure of meeting a few of the employees at this institution, and they are all really warm, approachable, and kind. Having to operate under the constraints imposed by Congress can be difficult at times (due to inadequate funds, outdated technology, a staff that is understaffed, or complicated legislation), but I think everyone does the best they can given the circumstances. I've always had positive contact with IRS workers, and I value the effort they put out.
