Living on 24 million pesos per year in Buenos Aires

My income from retirement and military is about 24 million pesos per year. I am told I could live well on that in Buenos Aires, but I also have traveled a lot and especially in Spanish speaking nations have found that there is one price for "gringos" and another for local population. I will pay what is normal for any city, I will not pay double because I am American. It is hard to find any place where this is not a problem. How do we get around that in Argentina?
