Sending documents within the Philippines

My wife is currently in the Philippines on vacation. She needs to send a copy of her Filipino passport from Macrohon to Tacloban for motorcar insurance purposes. Any recommendations on how she can accomplish this? Any recommendations would be greatly appreciated.

If it is just a copy she needs to send, why not just email it.

Unfortunately my wife does not have access to a computer and scanner. They will not accept a photo. I’m sure there must be a courier service that goes from Maasin to Tacloban, I was hoping someone could provide a recommendation. Thank you.
