As it has been said plenty of times before, no one here can tell you how long it takes. Each and every case is different. The only ones that can tell you is the office dealing with your claim.

Recently the Maltese government announced that they are trying to limit the number of non-EU nationals living in Malta. At the moment many work permits are being declined.

Unless you have applied as a highly skilled worker, it is likely the appeal board will also refuse the permit.
