You can try taking/submitting a new picture, strictly adhering (again) to the picture conditions listed above, wearing your hijab. Try to make the new picture look as close as possible to how any passport picture might look. If possible, get the amended application in to them today.
If rejected again, my suggestion is to submit a picture, minus the hijab.

Time is running short for you though. If we get to within a week of your intended arrival date, you might want to then seriously consider using the services of a local VN agency to secure the eVisa for you (yeah, the agencies have "connections" )

I have a couple of questions, please.
Firstly, when is your intended arrival date? It might be in your interest to have a trusted Vietnam visa agent handle this for you.
I assume you are applying through the only official VN immigration web portal, found here? (after clicking FOR FOREIGNERS, you will be brought here). Is this correct?
Are the denial reasons you've listed in chronological order, and, are they a copy/paste from either the email you'd received or are they from the web portals SEARCH page here?
If the denials are in chronological order, did you amend the application in the manner prescribed in each of the denial notices and resubmit?
I'm sorry to pepper you with these questions, as I'm sure you are already stressed out by the application process. I'm trying to get a clear picture of how your application has progressed (or rather, hasn't progressed!).

That last denial has me scratching my head.
By chance, might you have mistakenly completed the "Agency/Organization/Individual that the applicant plans to contact when enter into Viet Nam" panels?
This section is to be left blank, as it is for people being sponsored by a third party (employer, charity, diplomatic mission etc)
(applicants for the tourist eVisa; leave this section blank)
Review your application again (I'm sure you're tired of that by now. sorry), ensuring all sections marked with an asterisk ( * ) are completed.

Hi there. Take a look at this post (and other posts in the same thread).
Remove the "None". That section must be left blank. Totally blank, as in no name, no address, no purpose, and no telephone #.

Hi I have applied for Vietnamese E-visa and for three times now my application status in 'Amending'. The reason is the following.
Denied Reason: You are required to provide a correct address where you will stay and a contact phone number in Vietnam. If your information is inappropriate, your application would be refused.
I am giving the correct address and phone number every time but somehow it is being rejected.
I plan to travel in the beginning of July to Vietnam. Can you help what to do?

Hello AAMem. Welcome to the forum.
The wording of the denial has me thinking that you may have completed the section titled "Hosting organisation". Might this be so? Take a look at post #212, just above yours.
If not, please let us know the name of the hotel where you will be staying, along with the address and phone number you supplied.

Take a look at post #212, above, and some of the preceding posts. All of the sections of the application marked with an asterisk ( * ) must be completed.
After reviewing the posts in this thread, should you still need help feel free to ask. I hope the information here clears things up for you.

As your arrival date is rapidly approaching, you might want to consider using the services of a trusted Vietnam travel agent.
If you'd like to take that route, let us know and we'll put you in contact with a long-time member of expat.com who can give you the agent's contact details.

After submitting the application I thorouhgly went through the forum and I found that some "ward number" is missing in the address, therefore I booked another hotel which had all the details. Now my new arrival hotel address is following which I will give in case my E-visa is rejected for the 4th time (I hope not).

Nguyen Trai - Ward Ben Thanh - District 1, District 1, Ho Chi Minh City, Vietnam

Understood. Only sections marked with an asterisk ( * ) are mandatory fields. Leave the "Hosting org." section totally blank. Not even a "None".

It may not be too late, as your application has been processed, and now the immigration office is simply waiting for your amendment. Fingers crossed for you.
You were missing the number on Nguyen Trai.
Input your temporary address as follows (just copy/paste)
Intended temporary residential address in Viet Nam *= Labar Hotel Saigon, 47A Nguyen Trai Road, Ben Thanh Ward, District 1 (include nothing else in this line)
City/Province * = HO CHI MINH City (from drop-down box)
Phone number (in Vietnam) = 0394 498 950 (optional, but recommended) note; you replace the "84" with "0"
I'm fairly confident that will satisfy immigration's amendment request.

I have no idea where so many people are booking stays at places not officially listed with immigration, but I repeat advice given many times in the past:
Book your advanced stay through one of the major booking sites such as Agoda, BookingDotCom, HotelsDotCom, Trip Advisor or a similar site.

I believe the application asks for the purpose of your visit?
EVERYONE who books a 90-Day Evisa should choose "tourism“ or “tourist“.
If you say that you are coming here to seek employment or that you are going to visit family or get married to a Vietnamese citizen or anything other than tourism, immigration is going to want to know more information from you.

It's gone through several name changes, I noticed.
Cat Hotel

Cabana Hotel
Might be a result of owner turnover because of "covid" lost business?
Still, it looks the part of a "boom-boom" hotel.
AAMem, there is no penalty for booking in to another hotel after arrival. You'll note that the application asks for "intended" temporary address. Once here, it is the responsibility of the hotel to advise immigration of your temporarily residing there. The hotel will ask for your passport (let them take a photocopy, not hold it) and will register you with the authorities.

Hi there, and welcome aboard.
The address you've given appears correct, but it is now much too close to your departure date to assure approval/receipt of your eVisa.
Your best bet is to use the services of a Vietnam travel agent, opting for a rush (!) application. Immigration is closed Saturday and Sunday, so time is of the essence for you. It's imperative you act soon as the agent's contact at immigration will not be available to them on the weekend.

Your profile is showing you as being a Philippines citizen. Were you aware that you qualify for a visa exempt entry, good for 21 days? To extend that, you need only cross over by land or air to a neighbouring country and then reenter immediately for another 21 days.

Does this mean that we can enter Vietnam during this date and stay for one month or can we stay in Vietnam according to this date?

According only to those dates.
The first date is the earliest you can enter Việt Nam, but you can enter after that.
The second date is the date you must leave Việt Nam (by 11:59 PM/23:59 hours)

As member OceanBeach92107 (good job with the agent referral, sir!) said, you are permitted to enter on (or after) 17/07, and to leave any time prior to midnight 22/08. Including your date of arrival, this will give you a total of 37 days, if you so choose.
