Help! I'm confused about the PPP dogs list!

Hi all!

We are looking at moving to andalucia by the end of this year. We have a 6 month old Dobermann girl who is an absolute angel. But we have seen she could be on the PPP list. Is it still enforced that she needs to be muzzled? Or if we have a licence for her etc. She won’t have to be muzzled?

please can anyone clear this up as I simply cannot find a straight answer!
