Someone who have a child with Belgium citizen and applying for family reunion and was given an orange card and the community told he or her to wait after 6 months for the immigration to take decision those the person has right for. F card  of residence permit in Belgium  mind you the has be contributing to child the financially and has the good communition with the child and buy things paying child support does he has the right to receive F card  within the 6 months decision from the immigration brussels

if you are the biological parent of a Belgian child then except you did something illegally or very wrong then I don’t see why you won’t get an F card
