After working in different countries for the same organization - how the severance applies in case of redundancy / lay off ?
Is it looking at the (recent) hiring date in the Netherlands or taking into account the full time of years in service (old) ?

I suspect it will depend on what your contract says and whether it complies with Dutch employment laws. Assuming you have a Dutch contract, then the Government have published rates . you'll find all the details on the internet.
