Possible jb offer scam.

Hello all.

I received a job offer and letter of appointment from Al Rohaan Group of Companies(Istanbul). No interview and must deal with Kenan Bol ltd to process FWC( Foreigner Works Cert) and pay 1490 USD. Offer sounds to good to be true and paying up front does not sound right. Anyone have any Knowledge of this company? Sound like a scam to me.
