I am here in the DR I want to get a visa to stay longer and or set up residency here, can I go to the capitol in Santo Domingo to apply for the visa or does that have to be done back in the U.S. at the consulate in New York?

You have to start the entire residencey process in your home country.

Lots of information in here do a thread search to find out more information

As stated above and in response to your other post, it starts back where you were from.  And the process can take several weeks!

It doesn’t have to be the consulate in NY, any will do! We got ours at the Embassy in DC. You could apply at the consulate in Miami, which is probably the easiest to fly to from DR.
