Employer not releasing me or giving me exit

I work in affiliation with the Ministry of Defense (teacher in a military hospital school). My case is complicated but essentially I was terminated on April 22nd and have not been given my clearance papers for a final exit. I filed a lawsuit against them for wrongful termination and the initial ruling was in my favor ( they have a month to appeal) but there was nothing about letting me exit the country. Since they won't approve my exit, I tried to get a transfer but they haven't allowed that either. Because it's a government agency, I can't go on Absher or Qiwa and do it myself. I haven't been paid in 6 months and I don't know what to do. I contacted my embassy and they're saying they can't do anything. I went to the labor commission multiple times and they're saying that because it's a government agency, they can't do anything. Any advice on next steps?
