Submitting Building Plans

Greetings! Looking for any thoughts, suggestions based on experience.  I'm planning a trip to Barahona province in December to a) hire a local structural engineer b) submit building plans to the state c) add some finishing touches to our concrete 9x11' storage building including outdoor shower (to be used later for washing up after the beach), simple sink, outhouse, water tank (on top of storage bldg), etc to make it ready for camping there when I begin the house project in earnest next trip.  I realize Barahona province may operate a bit different from other provinces, but any suggestions that might keep me from making missteps which would cost me time would be much appreciated!  p.s. Last trip I worked with some locals to build the storage facility and a concrete fence, get water to property, grade a sidewalk path up the side of the property, etc. I currently plan to use some of the same people this time and work with them because I enjoy the work and have relevant experience.  I have plans drawn up and am in the process of getting archetectual review, but want a local engineer to determine size of footings needed, column  and rebar sizes, etc.  Having both watched videos of other builds online as well as having gone through the process of building the shed and fence have been helpful in seeing how typical structures are built locally.  I've been told by wife's Dominican relatives that the local city offices are very easy to work with.
