My Previous Employer not Renew my Iqama in 1yr

I Move with Other Employer because my previous employer didn't renew my Iqama in 1yr. Now my iqama have a big penalties and my New Employer doesn't want to pay the penalties from my expired iqama. Currently im Jobless because of this issue. Can someone please help me what to do with this situation. Thanks for your response.
