How can I send money from Algeria to Europe and America?

I will be on a business trip to Algeria in January 2013, I heard transferring money from Algeria to other countries via Western Union or Money Gram is difficult, please can you give me few tips on how I can operate this services in Algeria. i.e How can I send money from Algeria to Europe and America?

Any useful advice please?

perhaps a stupid question but ............ there must be paypal there ............ no?
Also, there are banks that work only with the internet, so where there is internet, you have your bank for transferring money bby paypal to other parties or to the bank your card is connected to.
