obtain an ARC in Taiwan

I am now retired and so want to live in Taiwan permanently.  However, Taiwan's immigration laws make it almost impossible to be retired and get an ARC.  My dream of living out my days in Taiwan is fading fast, unfortunately.

At 66 years old I don't want to return to working.  That seems to be the only way to obtain an ARC in Taiwan.  So here I am stuck in the cold North Eastern United States.
