I am visiting singapore....

need information which prepaid card is good and how i can buy and from where?

Yes. Just go to Singtel/Starhub/M1 retail shops at Changi airport.
You need to show them your passport.
I found Starhub service has less spam than Singtel, but Singtel has more network coverage.

Prices vary from S$10 to S$50. Both Starhub and Singtel are good. Have no experience with M1.

So if you buy one (if you're a visitor) is there a minimum usage on it? i.e do you have to use it once in a while to keep it alive?
I ask, as some countries i've visited, you have to make calls within 3 months else you will loose the number and the credit on it.

Yes. Grace period is 3 months for most mobile operators, you will have to use it otherwise the number and credit will be forfeited.
Validity period is about 3-6 months, you have to top-up the card for it to remain usable.

With this scheme, mobile operators can choose to recycle the mobile numbers after a year or 2. They have a large MSISDN database with one field says whether the number is currently active.
