As you are a foreigner, you're entitled the right to work part-time. There is no specific regulation about it (according to my own knowledge).

As for your expenditures, it all depends on how much you want to pay for the rent, whether you want to live in a studio or share an apartment with other people. If you share an apartment, I think that around 300 euros per month should be alright, and you might be able to find cheaper.
