Planing for the lower income workers,

According to my understanding  right now  in Uganda the lower income earners have been  neglected  at all,  Look at the government plannings  in infrastructure , even the Uganda National Housing  LTD , should have  not  left out  the consideration,  of lower income works .
my suggestion  should be  focusing  on the poor  too.
