We will be in Cuenca in October and November.  Can anyone recommend someone who can provide tours and help getting oriented?  We would like help getting a cell phone, finding a short term furnished apartment, learning our way around, etc.  are there people or organizations that provide such services?

Well, since no one has answered as yet, I'll say there are any number of facilitators out there. The trick  is to find an honest one.
One of the folks that has been a contributor for a long time to this forum, and has a good reputation is Vinny. Look at some of the past posts, and you'll find him.
I have had personal experience with a local gal here that could assist you in all the issues you mentioned. Very reasonable rates. I in no way have any financial gain in recommending either of these folks, I just know they are honest, and feel confident in recommending them.
Again, the key is to find an honest person, and there really are a lot of them out there.
