Satu 1970

We are the family from Finland. We are moving to Malta 1st of September. We would like to get our 16 years old daughter to the  Giovanni Curmi higher secondary school or G.F. Abela junior college. She finished her secondary school here in Finland this spring. We have delivered all her school papers  to the National Commission for Further and Higher education office in June but we havent't got any report yet. We also announced her to IELTS test.
What we should do next so we can sent the application. Do we have to wait until we get some report to the Futher and higher education office. I have sented many emails, but i don't get answer. Please help?
