Att: Non-Maltese applicants for Lifelong Learning (winter / evening) courses for adults.

Improved terms and conditions in respect of ‘Payments’ and ‘Exemption from Payments’.

By virtue of Legal Notice 216 of 2013, amendments have recently been made to the regulations - which now more closely approximate the provisions of European Union law.

As a result, non-Maltese applicants for Lifelong Learning courses now benefit from more favourable terms and conditions than last year - in respect of ‘Payments’ and ‘Exemption from Payments’.

PAYMENT

The payment for applicants is as follows:

Applicants who are:

(a) citizens of Malta; or

(b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

(c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

(d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

(e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”

The payments due are as follows:

• Short Courses (14 weeks): €18.63;

• Courses for approximately 32 weeks: €34.94;

• Courses that lead to the Intermediate Level and/or Advanced or Level 4 and Courses related to Information Technology: €46.59;

• Courses leading to ACAD: €58.23

• Courses offered in the Lifelong Learning Centre in Imsida which are held in the morning: €11.65 (except courses in Computer).

Applicants who do not fall in either of the above categories pay a fee which is double the amount indicated. Example: for Short Courses, the payment due is €37.26.

EXEMPTION FROM PAYMENT

The following are exempted from payment:

• Adults that qualify under (a), (b), (c), (d) and (e) under the sub-title “Payment” and who apply for the basic skills courses in literacy (Maltese and English), numeracy (Mathematics) and science.

Those in possession of the Senior Citizens Card (Kartanzjan) do not pay for the first course only, however if they apply for more than one course, they will have to pay for all other courses applied for during the year 2013-2014.

Applications for courses open on Monday, 19th August, 2003.

Language courses - including Maltese and English as a Foreign Language - are also on offer:

Best check with your own local council as these courses only run if there are sufficient applicants also if the majority on the course are Maltese then it may be conducted in Maltese ( Maltese for beginners will be English - Maltese).
