I don't think that Belize requires it, but some airlines have been insisting on it.
There was a topic recently on the Facebook Belize Expat page where people there claimed that even when they insisted that the airline show them exactly where the Belize government made that a requirement, the airline said that they could supersede government policy.
When you are in the country and you go to renew your monthly visitors permit, you are asked to show a rental agreement for your residence (proof of local address) and a bank statement to show you have enough funds to remain in Belize for the next 30 days - but we have never been asked for an airline ticket of any kind.
