Hi,
To get a work permit - do I have to have a job offer at first?
Do you maybe know - how this will looks like after 2011? -work permits for EU people?

yes, your work permit is tied to a particular job - will remain so after 2011

Can I apply for OR from other country /by mail,net... / ?

So can I do it just by ''using'' other person - can not be done by mail/net etc?

yepp, new work permit each job. But to clarify, you personally don't apply, the company who wants to hire you has to apply for you.

also work permit and residency are seperate beasts....
