It is probably because of the IT used. Believe it or not Malta has advanced systems in place in many places (but not all, see most Govt departments 
)These systems are built 'future proof' and there are other technical reasons for using long numbers. Note the use of many zeros, this allows for future growth within the existing system.
Existing systems incorporated before Malta's will have to be modified, upgraded before those here.
