As most other businesses in Malta taxis are highly regulated and licences are restricted to 200 for Malta and 50 for Gozo. From what I understand no new licences have been granted for years.

Taxis are mainly owner-driven with little competition. If available, licences could be passed on for amounts of up to € 200.000!

So it does not look that easy to start a taxi business in Malta as an 'outsider'.

For more information try the Ministry for Infrastructure,Transport and Communication or the White Taxi Association.
