palliative care for the dying poor

A man who lives in my hem is dying of liver failure. He did it to himself over the years and is not repentant, self-pitying, nor seeking help. My concern is that, as he nears death, his level of pain may increase greatly. He lives outdoors and has no way to afford any care (I could spend perhaps 30 million dong to help him if it were necessary) and no way to keep his cries private.
     Does anyone know of a hospital or organization in HCMC which would believe in and assist in palliative care if the pain becomes too much for him to bear? If he is not in agony, he can simply die as he intends. If he begins to suffer intensely, it would be good to have an idea and a plan how to assist him.

It's pretty hard to read that any other way.

I think the phrase is "he helps people who got HIV."

There is a clinic in Go Vap run by a surgeon Dr Phan and his wife. They look after people with HIV and Aids, he may be able to assist you. Here is his number 0909614762, he is a lovely caring man and does everything without any government assistance.

My wife is a Vietnamese doctor who does a lot of charity work. We are in the US right now, so can not offer direct assistance, but she read the post and this is what she said:

"I read some of the comments. I think it is the best way to help him is taking him to the charity clinic. There is one person mention about * Dr Phan and his wife in Go Vap district *, I think this is a good idea because I knew this Dr and his wife . They serve HIV but can help with pain relieving as well."
