Can I gbet a Driving Licence without holding a Indian Licence?

I am from India and travelling to Tanzania next week. I do not have time to get a driving licence. Just applied for LL. Can I get a driving licence in Tanzania with out holding a driving licence of India.

Please Guide. Or what would be the avarage salary of a Driver in Arusha , Tanzania.

To get my Tanzanian drivers licence I had to produce my Australian licence before I could get the Tanzanian one. I did not have to do any tests.
