cultural attache attestation

i got masters from seychelles. i got my degree attested in tanzania as there is no saudi embassy in seychelles. do i need cultural attestation . but there is no cultural attache in tanzania.

thank you. but i got my degree from seychelles .i got my training in in only.i am searching for a nearby country like nigeria cultural attache for authentication.
