Sadly, having Wasta / Vitamin WOW ( The right connections) is the main, or even, the only way for finding good jobs here in the ME. I remember posting my CV in top recruiting sites for many years with ZERO luck, not even a call for an interview !!! 
And just to make things clear, I have a strong CV for middle career jobs (I would hire me 
)
To be fair, I think certain professions can manage finding jobs online... ex; healthcare workers and English Teachers
