is the split forum really a good idea ?

If you look at the Libya forum you won't miss any discussion 
I suppose what would be really useful is if posters put the town their information related to in the heading, rather than having to plough through each post on the off chance that it might not be related to Tripoli 
I have very little hope that this will become standard though. You just have to know who is in your town and take pot luck with the rest
If people post to the right part of the forum it should be fine.
I tend to check the Benghazi forum for local stuff but know that more general stuff is in the main Libyan forum and that I can also find Tripoli info there too.
I like the split - it's good to know that what I am reading is relevant to where I live
