Hi,

no, your father cannot apply ! Your wife ( EU citizen) will have to apply for residency for yourself and your father as her family members.

She will have to demonstrate that your father is a financially dependent family member. Could be difficult to demonstrate unless he is already living with you in the UK.

Once you are both in Malta and have residency here you can get details on how to go about having your father join you ( or contact the Department for Citizenship and Expatriate Affairs before you arrive).

I personally don't have experience with a case like yours. Maybe someone else on the forum knows how it will work?

Cheers
Ricky
