I have been waiting for last two months for my LC. My employer in Oman is a reputed company with offices all around the world. The post for which I have been selected was last held by an expat who left about 6 months ago and since then the post is left vacant as in Oman they cannot find a local with the required expertise. The post is related to shipping industry and you do not have Omani with the desired ranks and number of years experience. The company says that the delay is as two Omani employee have resigned recently and so they are not full filling the labour law of min local employee requirement. So now they will file a plan to the labor ministry  with details of future plans for recruiting the locals. They expect to get visa in another 30-45 days on this basis. They are also in dire need to lace me there as the post is vacant from last 6 months and they are loosing on business heavily. Kindly advise is it possible to get the dispensation like this seeing that even in the past this post was held by an expat.

The Ministry of Manpower decides on what should be the Omanisation percentage of each organisation depending on the nature of their business - whether reputed, or not.

It doesn't matter if the position which you have been offered was held by another expatriate before. The company must meet their minimum Omanisation target to be able to apply for an expatriate visa.

So as you say, if some Omanis have quit then obviously the Omani headcount would have dropped thus disqualifying the company from applying for any expatriate employment visa. The only possible way for the organsiation to be able to get you on board would be by fulfilling their basic Omanisation quota.
