Enquiry opening PUB in vietnam

Hi,

I am plan to open a PUB at Vietnam but few thing i not sure and hopefully can get some advise here from anyone have experience?

1. Its required to register a liquor licence? If yes, where can i apply this licence and how much its cost?
2. Other than liquor licence, where can i register a business licence? I heard that the business licence only can apply after i got the shop rented? its any agency can assist me on this application?

Appreciate if anyone can advise me?
