Imported vehicle from UK

We are moving to Malta in October. We know from contacting Transport Malta on several occasions that we will be exempt from registration tax until we sell it (a van).
Can anyone tell us if we sell the vehicle ( we have a maltese friend interested) if the purchaser then has to pay import duty. The friend seems to think he will have to pay €4600. This surely must be wrong. TM haven't answered this question.
