I think it depends on you.  As a non-native speaker it may depend on your ability with the English language, both written and spoken.  Can you give students what they expect for the money they spend?  If so, you can get paid.

I often hear complaints from non-native English speakers about losing work to native speakers.  95% of the time their complaints are riddled with English language errors.  I sure as heck wouldn't hire them if I was running a school with a decent reputation for quality services.

Broken English with thick accents can be taught by Vietnamese nationals for $1 an hour.  If you can do better, your pay scale will probably increase accordingly.

Yes, they often post job ads looking for native speakers just because it's easier to attract Vietnamese students. However, you still have chances to get a job when you have a TEFL and a good teaching method. Maybe it's hard for non-native to find a job in HCM city but you can move to some provinces or cities near HCM to find a job. So if you really like Vietnam and believe in your experiences of teaching English, just do it man. Good luck to you! one vote for HCM city!
