To make a DDI (Direct Dailing International) call to India, from a landline or cellular telephone you would dial:           (Note:  If calling from a cellular telephone, you may have to contact your cellular service provider to make sure that your international calling has been activated)

00 XX 90 (City Code) telephone number

00 indicates it is a long distance direct dailed call
XX would be replaced with the two digits of the telephone operator you wish to use, 15 Vivo, 21 Claro, 31 Oi, 41 Tim or 23 Intelig (now Tim 23)
90 is the Country Code for India
City Code - example 80 Bangalore, 4344 Hosur, etc.
Then the phone number you wish to call

If you wish to make a International Collect Call (billed to the number dialed) then you use Embratel:

0800 703 2111 and their operator will assist you. Their operators speak Portuguese and English

Cheers,
James
