Morocco does not require a visa to enter the country. They'd get automatically 30-days i think, and can happily extend their tourist visa continuously i think for 36 months. While your friend is here, it would be best then for him to apply for schools directly which target foreign students. Known places for cheap schools accepting foreign students are found around San Fernando La Union, and Baguio.

Yes he can study only english.

Yes it would be easy to get a student visa once he has the acceptance letter from the school.
