Hi

You will find that the Rastros (car boot sales} will be better for more reasons than one.
If you sell at markets you will find that you will have to register with the local Junta for each town AND invariably you will need to be Autonimo, (work for yourself) which would cost you around 240€ a month before you start.
So strongly recommend Rastros.
I have been doing the rastros selling new jewelry and I have found that the local markets were only any good to me during holiday periods. This may not be applicable to selling tools, but I think a little.

local ajuntament..council apply for a market licence....probably a long wait...better the car boot
