Residency requirements for Colombia

Hello,
I have a friend who is considering a move to Colombia, but isn't sure if he would be able to attain legal residency because he has a felony on his record for domestic violence. I told him I would look into it for him, but haven't been able to find out if there are any restrictions. I know he wouldn't be allowed in Ecuador as a resident. Does anyone know the answer to this question?

Your friend may have to consider some other questions, as well....

1.  Can he get a passport?  Not all felons will qualify for a U.S. passport.  Source:  www.fastportpassport.com

2.  Presuming that he is of working age, will he be able to get a job in a Spanish-language country that has the violent history associated with Colombia in recent decades, especially given that his crime was violent?

Although Colombian cities are more peaceful these days, the country is a bit on edge with the FARC peace-treaty plebiscite coming up October 2nd and probably a national transitional period to follow.
