Lost Vietnam driver's license

Hi everyone, my wife lost her VN driver's license a few weeks ago and we have no idea where to go or what to do to get it replaced. How she lost it you might ask. She was helping a fellow expat buy groceries at COOP Mart(crazy place) and because my wife was so tired, she closed her eyes just for a second while waiting for her friend to buy shrimp. When they came up to the cashier to pay, she found out her wallet was gone. : (

She's driving around paranoid that she will be pulled over without a license. We don't want to retest because it was such a bad experience for us. I'll save that story for another day.

Any advice will help. We live in D1. We did not make a copy of the license.
