The British council might well advise, but it's also a good idea to google Cambridge and contact them directly.
Course and exam fees can vary between centres, so shop around.

yes, but its only British council responsible for CELTA in Jeddah which is what the OP asked for

Many places do courses at varying costs, not just the British council.
A quick google throws up several, but they should be checked out to be sure they're accredited courses.
Others offeronline training, thus the physical location may be of no importance.

I suggested contacting Cambridge, and that holds as have a list of approved courses as shown in the link.

The British council have the only TEST centres, but aren't the only course providers. Two very different things.

And more chance of a teaching job, or perhaps a better paid teaching job.
Whilst some dislike CELTA and DELTA as commercial dabbling by Cambridge university, they're pretty much becoming the industry standard in many countries, thus are good qualifications to get.
