How much American Dollars can one take out of Egypt? Are there forms to fill out?

Probably No, the most important is that u tell them at the airport how much u have.

It was $10000 usd few years ago.
But I think they limited it to a lower value starting from last year after the local currency inflation

But, no one has ever asked how much money I have to take out before so, why should I volunteer it

If it's more than US$10,000 we need to declare it. That's the case for us Egyptians as this is the amount we are allowed to take out. Maybe you can ask your embassy here.
