Hello my question can i exchange my Lebanese driving license to the Romanian one and what is the procedure?  thank you

Lebanon is part of Annex 3.

The procedure is outlined here:

Basically you need to take the following to the police:

1. Filled in and signed application form.
2. Original licence (it says something about Annex 3 countries needing some kind of certificate of authenticity, not quite sure what that's about), and an official translation of the licence.
3. Passport.
4. Your residency documents.
5. A medical certificate demonstrating you're fit to drive.
6. Proof you've paid the fee (receipt from the bank, for example). Fee is 68 lei.

HI, Thanks for the info. I couldn't see any reference to driving licenses on the bucharest prefecture link you provided - where should I be looking? Does this application process have to be done in person in Bucharest?
