I married a Brasilian in USA, We now live in Brasil. Having a problem

I went to The Federal police today to start the paperwork process and they said i needed to go to my local city civil registering office. I went and They would not process my USA wedding certificate and said it needed to be processed first at a Brazilian consulate in USA. Does anyone have any info on this, is it correct ? why can't i visit the brasil embassy in Sao Paulo ? I was only trying to get my foreign ID.

i don't even know what to say in this case, but just like information that i know, if they can take with you a little process like doing a married normal to Brazil they did't ask for great thing's like paper's.
also between City's and province you will find some small obstacles, anyway everything he done great.
hopefully good new's.

You need the little green paper you get from a Brazilian consulate in the country in which you got married. You have to register it there in the USA first then you get a Brazilian Marriage certificate here in Brazil.
I would say your out of luck, best thing is to call the consulate in the USA.....I'm not sure if you have to go there in person

If you were married in Texas, you need to register your marriage at the Brazilian Consulate General in Houston.  All the requirements are here:  http://houston.itamaraty.gov.br/pt-br/casamento.xml
You'll need an apostille on your Marriage Certificate from the Texas Secretary of State's office:  that should be easy to obtain in Dallas or Houston.  Be sure to note the required documents on their website, and have them with you for both yourself and your spouse. 
Brazilian Consulates in the United States ONLY accept payment in the form of Postal Money Orders, so be sure to calculate the fees in advance and go prepared.
